The incident happened within the public toilets at Westgate Street car park at around 10.30am yesterday, Sunday.

It was reported that the man had exposed his penis and was seen to be masturbating whilst in the doorway of the toilets.

The man was described as being white, of a large build and was around 5ft 7ins in height. He was wearing a dark coloured baseball cap with a dark t-shirt and jogging bottoms and was in possession of a bicycle.

A 58-year-old man from Gloucester was located nearby and arrested on suspicion of indecent exposure in connection with the incident. He was later released on bail.
